A very nice proposal!

The main question that comes to mind is whether you've looked into the current Pipeline Visualization Panel? It is partially-complete implementation of the TreePlus algorithm for displaying a rooted tree, and uses Cairo for rendering. Try switching an existing panel to "Pipeline" in the dropdown combo-box.

The biggest technical hurdles in creating a truly usable pipeline visualization will be graph layout and filtering for manageability. You should address these issues in your proposal. If you haven't already, you may want to look into the mock ups described by Visualization Pipeline Display.
